a very long shot: on shutdown, it appears to be waiting for a process to terminate, and the characters might be a state of said process? Waiting/Running/runnable? a debugging statement left somewhere in glib or god knows where?

Does it really come from NM or some other service or the init system? Can you reproduce it when you run NetworkManager --debug --log-level=trace on console and send it SIGTERM? Are there logging messages giving a clue about what is going on at that time? can you strace it and see what is going right before it? are those 1-byte sized write()s?
