...what do I see is woman trying to escape being (for some unknown reason) checked by them. Not sure if what the gunner did is legal in US, but they could have no idea if she's drugged or whatever other danger she can be.
Is there any context why did she tried to runaway?
So far it seems to me that it's not wise to spread this video as an evidence of her inocence as it discredits every other actually unprovoked incidents.
(The part of US governemnt being bunch of liars bullying people is another, but I'd expect US citizens to already get used to it).

Regarding blaming, your explanation for the killing was that the victim was at fault for fleeing and thus the troop killed her.
Actually - no. I said she tried to escape for unknown reason. Reasons could vary (in favor or not).
As someone from country daily attacked by disinfo bullshit I do know that stuff that happened before recording is often very important.
I have seen few more vids at this moment it feels like she didn't respected order to stop (are ICEs allowed to stop vehicles?) for still unknown reason and incompetent #ICE dude panicked.
Not sure how about #USA, but in EU you do not stop cars with gunfire, especially when people are around.
The tension is high, that's for sure and I'm glad people seem to resist even though I've seen new vid where ICE is actually threatening calm (!) driver with gun.
#WTF is going on with this country is totally beyond me.
The last part (not letting anyone help her) is crazily worrying and as long as administration is making excuses, it's a serious symptom of very rotten system.
I have seen the vid and did not heard anything about clearing the road, that's why I'm asking. When 3 law enforcing guys (even though they are ICE gestapo) approaches your car, you never (and that is the case in any country - correct me if I'm wrong) run, you wait instead. On the video they seem (!) like they are trying to stop her instead of telling her to clear the way.
If you're about to offend me instead of discussing, then I'll propably block you - I'm not interested in being trolled. I am also not offending anyone here ;)

First, don’t blame the dead victim.
Consider the following:
Ross, the troop who killed Good, placed his body in the vehicle’s path - officers don’t, they offset their bodies from the path
Ross held his personal cellphone in his left hand - officers don’t, they keep both hands free
Ross killed Good to effect an arrest for evading arrest - officers don’t, they immediately deescalate and arrest later
Ross is a wannabe cop.

Did you really wonder why she moved?
Here are plausible explanations:
She panicked.
She did what her partner told her.
She did what another troop told her.
She moved to make way.
But, we’ll never know because Ross murdered Good.
