These provocations cause disruptions and are annoying, but in the first place they trigger awareness and response. In military dimension, they bring zero gain to Russia. Quite the opposite, their most tangible effect is that they shut mouths of this very particular layer of military & civilian officials who always tend to dismiss realistic risks as “it won’t happen, no way, they wouldn’t dare”.
